RANEPA to Help Train Civil Service Personnel in Far Eastern Federal District and Arctic

The Higher School of Public Administration under the Russian Presidential Academy of National Economy and Public Administration (RANEPA), along with Far Eastern Federal University and Skolkovo School of Management, will take part in training managers for the Far East and the Arctic. Applications to participate in the “Muravyov–Amursky 2030” personnel programme will be accepted until 1 April. Russian citizens under the age of 35 who have a higher education and are ready to work in the civil service can take part in the programme. The project is being implemented at the initiative of the Ministry for the Development of the Russian Far East in cooperation with the Russian Far East and Arctic Development Corporation.

As part of the partnership, RANEPA is providing organizational and substantive support for the Muravyov–Amursky 2030 programme. RANEPA specialists are involved in evaluating future students and the educational component, as well as compiling a digital profile of graduates’ skills.

University professors and experts with unique skills will be directly involved in the eight modules of the programme. In the first module, RANEPA Rector Vladimir Mau will give a lecture with an analysis of modern economic policy. Students will have a chance to improve their leadership skills under the guidance of Natalya Zverek, a professor at the Higher School of International Business of the Academy of National Economy under the Government of the Russian Federation.

Maxim Kiselyov, a RANEPA guest professor and general director of the Human Capital Development autonomous nongovernmental organization, will share his many years of expertise in the development of human capital. With RANEPA’s participation, practicing specialists from the Accounts Chamber, the Government of Moscow, and the Federal Tax Service will serve as speakers for the programme.

Notably, the free annual curriculum was developed taking into account specific aspects of the regions of the Far Eastern Federal District and takes into consideration the climatic conditions and socioeconomic features of the regions. Students will also work with projects that are being implemented in the Far East. Based on testing results, participants will be included in a talent pool of civil servants with the prospect of further employment.

In 2021–2023, Russia is chairing the Arctic Council. The Roscongress Foundation is in charge of organizing the events of Russia’s chairmanship. The Chairmanship Concept notes that Russia intends to prioritize work to improve the wellbeing, health, and quality of life of Arctic inhabitants, including Indigenous Peoples, to ensure progressive social growth based above all on the sustainable economic development of the region. Developing the potential of human resources is of paramount importance for meeting these goals.
